Dear Mr. Arnold:
On September 26, 2024, the City of Humble received eight (8) bids for the above referenced
project. This project involves the extension of public utilities along the Wilson Road Extension,
including the installation of approximately 1,800 linear feet of 8” diameter water line, including
valves, fire hydrants, service connections, and approximately 1,800 linear feet of 8” diameter
sanitary sewer and 2” force main, including manholes and service stubouts, as well as all labor,
equipment, material, and incidentals required for the project.
Following is a summary of our bid evaluation:
1. Bid Tabulation Sheet – Eight (8) construction firms participated in the bidding process. The
bids were checked for mathematical errors and/or bid irregularities.
The total bids received for the project are as follows:

2. Qualifications and References
The low bidder, P&Z Logistics, Inc., provided a list of references and supporting
documentation. ARKK’s staff reviewed the list of qualifications and determined that this
firm has successfully completed projects that are similar in scope and size to this project, as
both a prime contractor and subcontractor. The references provided by the Contractor
were contacted to obtain information and feedback on their performance and capabilities
to perform similar work. The references that were contacted indicated that P&Z Logistics
completed the work in a timely and satisfactory manner.
ARKK Engineers also contacted P&Z Logistics’ management team to discuss this project and
the City’s expectations. The team indicated that they have the qualified personnel and
experience to successfully complete the work. They also indicated that they stand by their
bid and are excited to work for the City of Humble.
P&Z Logistics, Inc. appears to be a responsible firm that is capable of performing the specified
work in a satisfactory manner. For these reasons, we recommend that the City of Humble
award the Wilson Road Public Utilities Extension Project to P&Z Logistics, Inc. for a total
amount of $474,751.20.
